The reason he gets away with this is because all of these interactions are recorded, and he's right so the cops don't press the issue.

He gets away with it because the cops don't know the laws to use if they really really wanted to have him jammed up.

That's what he obviously wants. You can actually sue for being arrested without probable cause. This is the reason he is challenging the officers so aggressively. They know that if they arrest him that the video is admissible in court and that's a big risk for them to take.

With that said I agree with you that for the average person that it's not worth it to challenge law enforcement like this.
