Brainiac is usually just a fanboy collecting one-of-kind species at the end of a planet.

Brother Eye is basically just surveillance tech against superpowers

The tech could come from him but I think his goals align with just watching

Incredibly simplistic explanation of the character....he does this while capturing and storing all of the information and data from those planets, with the purpose of being the sole being with that info, and all information possible. It is the most advanced intelligence the is. BRANIAC is, imo, the most dangerous threat outside of Darkseid with Anti life, and immeasurable powers like Lucifer Morningstar
