I think he's saying that Boston is better than those he listed out, not that they're not Top 20.
Reasonable interpretation would be that those 3 are the 3 weakest, and one of them is not top 20 if Boston is. Since he didn’t rank the 3 I’m wondering if it’s Sabrina. And if it’s perhaps Plum or Skylar, does that mean that Sabrina is #19 or #20.

What? That doesn't mean that Sabrina is not a top 20 player. That's ridiculous.
Sabrina is a 3x All-Star and 3x All-WNBA 2nd team (one of those should be 1st team). Last season until the Olympic break, she was playing at a near-MVP level and was huge for the Liberty because Stewie wasn't playing that well. Also, until the Finals, she was the Liberty's playoff MVP. NY doesn't make the 2024 Finals without Sabrina.
Sabrina is definitely a top 20 WNBA player.
