If those agencies are run by the federal or state government, then yes. Otherwise, I don't think it is. I don't agree with the ruling at all. But on the face of it, it doesn't seem unconstitutional.

I don't believe private entities are allowed to discriminate based on things like this still last I knew....

They're probably using that whole "companies can opt out of providing birth control" premise/nonsense as a template for this.

Well I haven't seen that movie. However, since this is about the "sanctity of life" and religious values, that's probably the underlying basis for this law and birth control law.
