Old thread title feature no longer works, how to restore when making new thread?

This happens every once and a while. When I make threads at work (it's a Apple computer) the feature still works so I don't make repeat threads. But it's not working now for me (I have HP computer). How do enable it so previous titles about those same topic comes up when I make a new

Should come up automatically. Might be delayed during peak times and you're not seeing it because you scrolled past it.

yep, it usually does come up automatically. Sometimes, I'll let it sit a minute for a word to come up but nothing happens. Not sure why.
