More of it will get to the affected people because it is under american judicial codes. Haiti has no protection. Most of the foreign charities are scams, but uncle sam doesn't play that game.

The IRS , DOJ, and the FTC will rip them a new azz if they play that game domestically. And these cacs in Hawaii actually have enough financial agency to fight for it, unlike Haitians post-earthquake.
