At the end of the day, some people use religion as a form of control. There's over a billion muslims in the world. All don't act or move the same way. You don't see honor killings in the united states. But you do hear about priests molesting little boys all over and people committing murders in the name of Christianity. Part of it is religion but most of it is regional customs, ignorance, and just being stubborn. I've been to the UAE and all of the women there don't cover up. In countries like Pakistan you still have tribes. The world isn't like the united states where you have states, cities, counties and towns with a senate, house, supreme court etc. Some places have laws that date back to the 1600's and older.
