Implementation of a SaaS Products like Workday, ADP, Rippling, Gusto, Paycor, Deel, Oracle Fusion Cloud (HR), etc is technically Tech/IT compared to functional "payroll"
But shawty in the OP is a BOZO
It's a mixture of tech and payroll because you still have to actually:
- commit payroll
- know all the tax codes for multiple states and even countries
- backfill all the hiring data
- write code for all the deductions and earnings
- etc
You can call it tech, and it is, but my wife has to know literally every single thing related to how a person gets paid in order to do her job.
There are even chromatic restrictions on the signatures that are used for the checks that a company mails out for those who don't want direct deposit.
I understand your point, but a better point would be that she can do everything an in house payroll manager does + all the tech side. So yes, she does functional "payroll"... just more
