Even with the bullshyt fearmongering about North Korea, China, Russia, the USA has the weaponry to wipe anyone it wants to off the map, and it wants to keep reminding others of that. It can't necessarily control territory or effectively fight asymmetric warfare, but that's not the point of these initiatives anyway.
