why would the percentage change? still less arrests overall...
Because as the law become more fair, so should have the policing. They have the OPTION to give tickets....but if you're black, they are still more likely to arrest you. It's fukked.

You should ask why it WOULDN'T change, given a complete overhaul in the legal standing of the drug. (The answer : Racism).

I'm glad that arrests are numerically down of course. But we should still be concerned about the unequal implementation of this new system.

I think that this is tactically inefficient.

I'm no supporter of America and I don't believe in its "Dream".....but we can clear make small legal gains from time to time. And we should never stop fighting for equal treatment, futile as it may seem.

"You're black, so just accept that you're going to continue to be arrested as opposed to ticketed like white people"....naw, I can't stand by that. Like I said, we have people within government already looking to address this shyt in some fashion. No reason for us to just concede.

Don't get me wrong, I do understand your pessimism. America fukking sucks.

Decriminalization is cool and all but holla @ me where there's actual full legalization.

exactly, this news only means that the govt. would still target Blacks "a la fergurson" instead of sending them to jail while Whites would only get a warning or fine less.
the scale will never be balanced.

Its a great question........I've asked this several times. When the illegality is taking away from these substances which creates the premium....how will hip hop/rap gangstas, and actual people on the streets react to this. The premium will be reduced somewhat.... or will it.

Idk..but we are possibly going to find out.

Haven't there been other cases where a city has decriminalized and the cops still crack on people for weed?

Either way this a good move...as someone who grew up in NJ and have family in Philly but lived on the west coast...East Coast cities are behind with marijuana.

I just hope in 6months time I read that Philly has ended up arresting the same amount of people as they were before....BUT EITHER WAY...

Maryland already decriminalized for 10 grams or less. It starts on October 1. It could be better but its better then nothing.

Pretty soon, you won't be considered a criminal for carrying around a little weed in Philadelphia.

Philly Mayor Michael Nutter confirmed Monday that he will sign a bill into law that will make his city the largest in America to decriminalize marijuana possession, Philly Mag reports. Essentially it softens the penalty for such an offense from possible jail time to a $25 fine.

Nutter wasn't a fan of the bill in the past, but he told KYW Newsradio that he agreed to sign the bill -- with a caveat -- because he's seen too many of his citizens slapped with charges for small amounts of pot.


"So I think the agreement ends up putting the city and our citizens in a much better place," Nutter told CBS News, noting that signing the bill won't be the same as condoning marijuana use.

Though earlier reports have stated that Nutter would sign the bill this week, it'll likely take another two. He arrived at a compromise with City Councilman Jim Kenney, who originally sponsored the bill in May. Nutter's tweak will tack on a $100 fine for smoking in public, which can be waived with a few hours of public service. Kenney's bill will be amended Thursday by the council and get a final vote two weeks later before it shows up on Nutter's desk again.

Kenney says the amendment is still a whole lot better than Philadelphia's current law, which punishes any marijuana possession with at least a $200 fine, a drug abuse course and an arrest record, according to Mic.

"We’ve gotten to a place where it is out of the criminal realm,” Kenney told KYW Newsradio. “There’s no more handcuffs, no more bookings, no more criminal record ... We have so many people that we are putting in the prison pipeline, and the poverty pipeline, because a criminal record is a debilitating thing.”

Anyone who gets cited would be summonsed to appear before a Municipal Court judge, but they won't leave with a criminal record.

It could save the Philadelphia Police Department about $4 million each year, as well as spare some 4,000 people from being arrested, Kenney says.
Anyone care to explain how that move gonna help our drug infused communities?

You won't have a criminal record which means more chance to get a job or keep a job because you won't be doing time in jail for possessing the herb. If you had a job these days you are gone can mean no more job for you. If you are a student it won't effect your chances of getting a loan. You know the rest.

No it won't. That depends on how they think about smoking herb. The shyt is already everywhere in philly, what makes you think because they won't go to jail all of a sudden they will be smoking it. Cigarettes are legal, and if you see a kid smoking, you will be looking at that child crazy. Its the same for herb. Plus those kids having a record, or their parents not being able to get work, is way worse for them then taking a puff of herb. I don't condone it though. They also need to worry about the heroin and dust problem out there. Those things are WAAAAYYY worse then herb.

The black community is already fukked up as it is...we dnt need more of us to have easier access to drugs...take away the deterrent (jail time) and more people will be doing it...more openly...that's not good for our community...mayor nutter sold us out to the white man...
