I prefer Philly's offerings as a whole over NYC's from around 2000 to now.
They breed better rappers.
Their Maino/Uncle Murda types can ACTUALLY RAP.

Philly has better pure spitters though,. Thats not even a debate. Even philly 5th string rappers are nice as hell.

The average breh in Philly that raps is usually nice.
the average breh in NYC that raps (NOW) is usually...atlanta sounding or wannabe jadakiss.
Philly improved on that advanced cookie cutter template (jadakiss/fabolous/2001-? internet punchline rap) and added emotion, new patterns, voice inflection, etc.
Philly rappers are the reason i don't take NYC serious, especially after living in NYC...and being in Philly a lot.
Key differences in culture and attitude. I respect Philly brehs more. Ny cats are hit or miss...and their gun raps are lies. nikkas paying $300 + for hi point 9mms ain't doing all that shooting...or carrying...at all. They'll cut you tho...Ooh. rap about that.

As a Baltimore dude I love Philly and even spent two summers on diamond street in the late 90s because pops was living there. And yeah it's an afrocentric city (atleast back then) with some pure top tier spitters but nyc just has the numbers.
