I don't know the reason its allowed by the higher ups but It's free/discounted p*ssy for them. Yes, they basically rape those girls all the time. Also, Fig has some gorgeous looking women on the stroll. It's an amazing juxtaposition of random demonic faced Hoover nikkas on patrol, sickly looking Mexican and white tricks, and legit model potential females all circling each other. If you or anyone else is in the area I suggest cruising down Figueroa on a Saturday night. If Figueroa is a little too ghetto for you you can see similar sights on Sepulveda.
