Maybe they potentially cannabalize their console gamers with PS Now, so they don't push it too hard?
From anecdotal evidence, as someone who hadn't gamed on a PC since like 2000, once I started PC gaming again this year, a console seem like overkill for a casual gamer such as myself. PS Now is introducing console gamers to a PC gaming world where the games are cheaper and more varied, neither of which helps Sony.
Microsoft are perennial 2nd in the console wars and are primarily an OS company, so PC Gaming instead of console gaming likely doesn't hurt their overall bottom line a lot, but for Sony, the more people start gaming on PC, the less likely they will be console gaming and so that might play a part as to why they aren't pushing their service too hard.

Really they'd have to acquire new tech because Gaikai is limited to 720p streams which is suicide to promote in the year 2020.
