This is part true, part false.
1. There are the same amount of cops on patrol. Whether they have time to watch out for DUI drivers depends.
2. There are "special" projects where there are a number of police who are running a checkpoint. They don't go to 911 calls. They are running the checkpoint.
3. When they have these commercials that cops are cracking down on DWI drivers, there's the same amount of pressure as there was a year ago. There's just funding to pay for those commercials so they buy the air time and show them; public message. In the department I worked in, the number of DUI arrests didn't fluctuate with the showing of these commercials. I was pretty even all year long.
It is true that more people are caught during particular times of the year more than others because there are more people drinking: New Years, St. Patricks Day, Memorial Day, July 4th, Thanksgiving, and Christmas. So, your chance of getting hit by a DUI driver is slightly higher too, but not by that much. Depends on where you live too. If your city has a special big event like an NFL game, NASCAR, big-name concert, etc. that also increase the number of DUI drivers on the road.
