Posting other people's pics

What's the rule when it comes to reposting someone's pic?

For instance, a female posts her pic in the ladies pic thread or wherever, some dude reposts it in a thread that's essentially insulting her and she asks him nicely (she used Please and everything to take it down and he said no . Isn't he kind of obligated to do so?

I would think so, but I'm not a moderator and they be looking kinda funny in the light....sooooo anything goes on this site. All I can say is complain to a mod.
