Proposed HBCU investments have been slashed in a recent House Education Committee proposal. As part of the upcoming budget reconciliation process, the committee shaped a bill that falls tens of billions of dollars short on promises to historically Black colleges and universities (HBCUs) and other minority-serving institutions made by President Joe Biden.

Tasked with bringing Biden’s proposals to reality, the committee shaped a proposal cutting significant funds from HBCUs. Instead of funds set aside for HBCUs, the schools will have to apply for a small pool of competitive grants. Given the lack of support staff and resources compared to other schools, HBCUs could be at a disadvantage.

Inside Higher Ed reported the proposed budget includes $1.45 billion in institutional aid from 2022 to 2026 for HBCUs, tribal colleges and minority-serving institutions. While it’s a larger investment than made previously, it’s nowhere near the billions promised to HBCUs alone.



The proposed budget includes $2 billion to improve research and development infrastructure at minority-serving institutions and create a tuition assistance grant to support low-income students attending minority-serving institutions, tribal colleges and universities, and HBCUs. But that $2 billion is far less than the $55 billion that the Washington Post reported Biden proposed back in March.

Leaders with the United Negro College Fund expressed disappointment with the proposed changes. The organization’s leadership recently said that with the right changes, the budget could be transformational for HBCUs.

“This is the commitment on which we stand as we work to ensure HBCUs are kept whole in this reconciliation process,” Lodriguez V. Murray, UNCF’s senior vice president for public policy and government affairs, said last week. “We also hope for a more generous allocation as any effort to reduce funding to HBCUs is insensitive to summer of racial realization we experienced just a year ago.”

But Murray also expressed confidence in committee Chairman Rep. Bobby Scott and HBCU Caucus Co-chair Rep. Alma Adams to “win the day as they fight for our institutions, like usual.”

The new proposal also doesn’t mention funds to help crumbling infrastructure and capital investments at the schools.

Other proposals thought to benefit Black students, like the increase in Pell grant, were scaled back. Biden proposed an initial increase of $1,800 in the first year. The House Education Committee’s reconciliation bill proposes an increase of $400 in the fiscal year 2022. Additional increases were proposed for subsequent years.

But there are other aspects of the plan that could benefit Black students, including universal free community college. Nearly 20 percent of first-time community college students are Black.

I can’t believe that people thought that HBCU’s were actually going to get even close to $55 billion dollars :skip:

People still haven’t realized yet that politicians over promise and underdeliver, but will sure as hell make sure that their lobbyist bosses get their promises in full and then some.

Yep I can't tell if OP did it on purpose or not with that click bait title or simply didn't read the ful article.

And? HBCU investment as an aggregate has gone up every year in the Obama and Trump presidencies...the key here is that he is billions short of what he promised #BothSides wins again:wow:
Stop it. The point was the title of the thread is untrue. If it had said HBCUs didn't get the extra funding promised to them then that would be accurate or if it said they cut extra funding in the proposed bill that would also be accurate. But saying they cut funding makes it sound like he cut it down to less than what they get right now which is untrue.

Trump made sure black colleges were gonna get paid then these RACIST DEMS came in and put a stop to it.

Next election cycle a gaggle of c00ns will try and convince you that if you vote against the dems you aint black.

HBCUs needed all that money promised; especially the smaller ones. Now it’s 1.4 billi cut up amongst all the HBCUs & other minority groups over a period of time :francis:
During the obama years HBCUs were closing across the nation and most were in a funding crisis. Trump rectified that but the same black folk voted him out. Oh well.

That was too good to be true right there. The legislative play that will befall a lot of the smaller, struggling public HBCUs is to close and consolidate them with the bigger flagship public schools. Kentucky State might be the next school

Not looking good for KSU, and it’s only a matter of time before schools who were having financial issues that were saved like Bennett and Bethune Cookman need more help. Obviously, there’s internal issues that need to be addressed and fixed with some of these schools, but the money originally promised was needed. This is a huge letdown.

Now, I fully expect the same people who were touting this in attempts to drum up support, to now do a 180 and come down hard on the HBCUs. We know there’s issues, hell, as HBCU alumni, we’ve seen some of those issues up close and personal, but the attack needs to go on those who made the initial promise and couldn’t keep it.

With all honesty though, none of this should be surprised as that infrastructure bill proposal was never going to pass in its original format. That amount was always going to have to get dropped considerably to get the votes that it needed to in order to pass.

It sucks, but people should have realized that proposed budget funding always end up coming in less than what was originally proposed. Those leaders should know how the game works as well, so I don't know why they are pretending to be disappointed about it.
