Visa restrictions aren't stopping anybody from entering from Somalia. Are you aware of their history?
Basically a huge chunk of Somalia was annexed by the British and included within Kenya's borders. So they have a huge native Somali population. Think of how America adopted a bunch of Mexicans by annexing Texas or from getting Arizona/new Mexico from the Louisiana purchase.
Furthermore, the northern border is so fluid to facilitate families split on both sides that children and teens from Somalia routinely and freely cross the border to Kenya for classes or lunch and then return home. So do business owners and truckers. And the travel goes in both directions. Generally, it's just a checkpoint much like our American southern border to check for tax evasion and contraband. With the exception of brief hysteria during Westgate and COVID lockdowns , it's usually easy to cross.
Arguably the biggest threat to Kenya would be their own homegrown guerilla terrorists who hide like Castro or Escobar in the jungles and swamps of lamu to the east .
