Off duty cops can detain you and shoot you with the same parameters as an on duty cop. They just cant make the official arrest. They call in for on duty support to make the official arrest. Technically no different really.

There's some communities in the Bronx that have private security/police forces.

One of em is legitimately their own police force and have a permit from NYPD and carry guns.
They also have their own paperwork to bring people to nypd to get arraigned.

This isn't nothing new.
