If this is true, that would mean anywhere from 50-70% of people are walking around with absolutely nothing going on in their heads.

"Psychology professor Russell Hurlburt estimates 30 to 50 percent of people have an inner monologue narrating their thoughts throughout the day. But if you don’t have one, Hurlburt, who teaches at the University of Nevada, Las Vegas, says not to worry."

I think everyone does, but it's just different values/thoughts/priorities

I'm constantly thinking, whether I am analyzing my own life/work, a book I am reading, or searching for memories from 15 years ago, or lost in even more obscure thoughts, a massacre I read about in a village in rural Mexico, senior level Justice Department palace intrigue,

so, it would be harder for me to be fully present always, but I really try. I think a lot of people are focused more on what's right in front of them, which can sometimes come off to me, like dumb or simple, which isn't entirely fair, our minds are just working differently.

to take this a point further, take something like dancing, in the right circumstances, dancing with a woman I am really attracted to, will 100% work for me, on a stimulus level, but just like the random urge to dance or roll into a club and start making "nightclub small talk" with people, the things I have in my head about 10X more interesting than that.

The hell is internal monologue? like a voice over in your head narrating your life to a random viewer in another galaxy? on some house of cards shyt?

Does it also mean that those with internal monologue sometimes turn to the unseen camera to speak to the audience:ohhh:
