What is the official policy on bushing/bans?

This goof Nap JUST came back, and is already spamming and clogging up TLR with his garbage. Someone made a thread noting he has 72 posts (and counting) in the 2 hours since. Then, we see people make one flagrant comment and get banned permanently (many deservedly).

How many times has he been bushed? Dozens? Hundreds? Why does being bushed OVER AND OVER again not result in a ban? CLEARLY, such a person has no idea how to conduct themselves on even a board this loose. Please, help me understand.

I wasn't assuming that, but okay. My point still stands. How many chances does someone get, while others are gone off one bad post?

Ignoring him won't stop him attacking people who don't agree with him. So, he will be making his posts talking crazy while you just go along, not to mention it makes threads disjointed at times because you can't follow as well. Can it be changed so if I ignore him, he doesn't see my posts either?
