Pentagon Study Found Russian Leader Might Have Autistic Disorder

Russian President Vladimir Putin may have Asperger's syndrome. That's what a 2008 Pentagon think tank study concluded, according to an exclusive report Wednesday from USA Today. Putin may have "an autistic disorder which affects all of his decisions," the government report found.

Putin's "neurological development was significantly interrupted in infancy," wrote Brenda Connors, a movement expert at the U.S. Naval War College in Newport, R.I. "The Russian president carries a neurological abnormality."

Connors was contracted for the study by the Office of Net Assessment, an internal Pentagon think tank focused on long-term military strategy. USA Today obtained the report via a Freedom of Information Act request. It was not known whether the government acted on its findings.

Putin has recently butted heads with Western leaders over Russia's unilateral annexation of Crimea fromUkraine. The European Union and United States have also passed sanctions against Russia over Putin's support for Russian-speaking separatists in eastern Ukraine.

The findings of the report were made public last year, but the Pentagon did not previously release the actual document. U.S. officials could foster better relations with "the information-craving" Putin with "meaty policy research and white papers," Connors recommended. "Putin the private decision-maker cannot be expected to enter into public exchanges with others on information interpretation or a final course of action."

Meanwhile, President Barack Obama's nominee for defense secretary said Wednesday he could support arming Ukraine against Russia. The White House has shied away from providing weapons to the Kiev government to defeat the Russian-backed separatists. "I'm very much inclined in that direction," Ashton Carter said at his confirmation hearing before the Senate Armed Services Committee, according to theChicago Tribune.

Former Secretary of State Henry Kissinger, however, told a congressional committee last week that he's "uneasy about beginning a process of military engagement without knowing where it will lead us and what we'll do to sustain it."

I find this to be some interesting material. Lack of empathy is one symptom of Aspergers that dude clearly displays. In this article they even broke down his body movements to reveal that he had some type of head injury as an infant

"Today, project neurologists confirm this research project's earlier hypothesis that very early in life perhaps, even in utero, Putin suffered a huge hemispheric event to the left temporal lobe of the prefrontal cortex, which involves both central and peripheral nervous systems, gross motor functioning on his right side (head, rib cage, arm and leg) and his micro facial expression, eye gaze, hearing and voice and general affect," the report said.

German chancellor Angela Merkel and French President François Hollande will hold face-to-face talks with Russia’s Vladimir Putin in Moscow on Friday evening in a bold attempt to break the diplomatic deadlock over Ukraine.
A senior EU official suggested the initiative was prompted in part by concerns that momentum in Washington was shifting towards supplying defensive weapons such as anti-tank missiles to Ukraine — a move both Ms Merkel and Mr Hollande oppose.

The German and French leaders flew to Kiev on Thursday to discuss the new plan with Petro Poroshenko, Ukraine’s president, before heading to Russia. The talks came hours after Mr Poroshenko met John Kerry, the US secretary of state, in the Ukrainian capital.

Pavlo Klimkin, the Ukrainian foreign minister, said the leaders discussed “steps so that the Minsk agreement can start working,” a reference to the agreement signed last September to end the fighting that has effectively broken down.

Ms Merkel and Mr Hollande’s five-hour meeting with Mr Poroshenko ended late on Thursday night; they left the presidential office without commenting and then flew to Berlin.

The two leaders’ plan is understood to be based on the Minsk accord, including a ceasefire and steps to allow Ukraine to resecure its border with Russia. There would also be decentralisation of powers to rebel-held regions of Donetsk and Lugansk in eastern Ukraine, but the country’s territorial integrity would be respected.

Berlin hopes a ceasefire agreement could mark the start of a broader political process — as originally envisaged after the Minsk deal.

The new diplomatic push reflects growing transatlantic alarm that an upsurge in fighting between Russian-backed separatists and Ukrainian forces in the country’s east could take the conflict in a dangerous new direction.

Diplomatic talk in Paris and Berlin was that both capitals were deeply concerned that the recent “dramatic” worsening of fighting on the ground could further increase the threat to European security.

Ukraine’s economic woes also worsened on Thursday when its currency, the hryvnia, plunged 30 per cent to a record low against the dollar. The fall came after Ukraine’s central bank abandoned its attempts to keep the currency afloat.

The hryvnia held steady on Friday with a US dollar fetching 24.35 hryvnia at the start of the session.

As someone who deals with people diagnosed with aspergers everyweek in my volunteering work, Putin fits the profile. The character shelfon cooper is a great example of someone with aspergers
