imo it's a political play. Elections are not too far and they want covid to be an election issue as opposed to the economy. They want the elections to be a referendum on vaxxed vs antivaxed. Basically creating a hard wedge between people so that if you oppose him, you oppose vaccination.

I live in Quebec, the current government is incompetent instead of focusing on healthcare they are trying to make it a vaxed vs antivaxed issue. 30 years ago we had 6 hospital beds per 1000 now we’re at 2 hospital beds per 1000
