Random Question: Is Harley Quinn's Accent Jersey Or New York?

I swear i've spent like 5 minutes real-time trying to figure out if this is a jersey or new york accent. it reminds me of a betty boop-type accent (who i'm pretty sure is supposed to be a stereotypical new joisey girl), or maybe its more of a brooklyn accent (like marisa tomei in my cousin vinny). this is a pretty pointless question, but i'm curious nonetheless. NY and NJ heads help me out
