Sounds like some cartel sh*t to me, he tried to run off.
Cartel shyt more than likely
Not cartel or mexican organized crime
just smarter than average gangsters, but not smart enough to really get rid of the body
probably didn't weigh it down right
those kids don't push any real weight or work, besides some dirt cheap fent pills maybe. No one's ordering murders for that from Sinaloa.

he's probably from the same Crip set that hit Pop Smoke, whatever flocking crew that was
but when did he go missing? This was over money/street shyt/someone getting burned. Gunshot to the head and disposing of the body means this went down somewhere private. Someone he trusted enough to be at their house, or something like that. Retaliation for killings would have more likely been caught in the street and dropped.
There was a case like this in SD a few years back. They took a boat and dumped a body in the bay, and the shyt washed right up, then they found surveillance video of the boat being docked and taken out. And so on. This is a solvable case.

Getting caught in a barrel is not just strictly cartel or mafia. Some street nikkas will do more than just shoot you especially if you were kidnapped or isolated in the process
