In regards to SAP's, simply put i dont think Europe wants africa to become self sufficient.
and Part of the problem lies on the Leaders. Instead of embezzling the money they need to invest in infrastructure and the Up and coming entrepreneurs who need funding
But they'd rather trick off on their concubines/side pieces and buy rolles royces...

Gaddaffi was on balance, bad for Africa. He funded and trained Charles Taylor. He tried to conquer Chad.

Moreover, a unified African currency would probably not be good for non natural-resource producing countries like Ethiopia. It would combine the issues that the Eurozone currently faces with the ups and downs of commodity markets. 
Chad at the time was controlled by cacs and cac forces helped repel that advance.
Also, he want trying to conquer chad so much as he was trying to take the Aouzou Strip which was a uranium rich territory that cacs were making money off of and was at one point in history part of Libya. Things changed as cacs established new territorial lines following their Wars.
Cacs are Always the problem in africa, if you really drill down enough into history.

One could make that argument (Cac-control) about every single African country. Wasn't Libya getting its arms from the Soviet Union. The same country which supported the Derg in Ethiopia
Regardless of that particular argument, I find Gadaffi's support of Charles Taylor and others to have been extremely harmful for Africa. Sierra Leon and Liberia are STILL recovering.

Africa should unite but Gadaffi should not have been the catalyst.

Well now they get to start all over again with a US backed dictator in the near future. Is that a good thing? Hard to say. Everyone in africa is getting their arms from a cac superpower.
With Gadaffi out of the way, further chinese investment is slowed down considerably and the US can try to reshape the nation to work toward their interests.

Africa c00ns way too much for cacs and the Chinese. Also the leaders are too fukking corrupt, shyt ain't changing soon. This is one of the reasons that makes me pissed of Africa.
