you are frustrated with the flags/breaks in the game it seems. nothing is wrong with enforcing 11 men in the huddle as it affects the play.

in the scenario youre talking about, the 12 men penalty will only get called if the ball is snapped. if the qb can identify that and snap the ball ASAP without huddling thats just good awareness.

sorry, the 12 men penalty in your scenario is all about discipline on your subs.
12 men in the huddle is different, because it can create confusion and it does affect the play.

its to the point now where after a big play when a guy is tackled, i look to make sure there is no flag before i get happy. college football is the same i watched a couple different games yesterday and there was a targeting in each of them
it's that way when my team is on defense and they make a stop on say like 3rd and 15. Nothing more

defensive holding being an automatic first down is ridiculous.
today my bills had miami at 3rd and 15, tannehil was under pressure and threw the ball away as he was being driven to the turf, but because a receiver on the opposite side of the field from where the play was taking place was "contacted" by a defender outside of 5 yards, it was an automatic dolphin first down.
