Well, I think that had a little something to do with there being a dearth of quality big men in the league that year vs there being plethora of great point guards. Parker had tougher competiton at his position than Duncan in 2013.
When Shaq and Penny played together, Penny always made 1st team All-NBA while Shaq was either on the 2nd or 3rd team. Doesn't mean Penny was better than Shaq, it just means Shaq faced tougher competition at his position.

Just like you said about Penny not being better because of the level of competetion holds the same candle to Bryant. Shaq had to battle Duncan and Robinson while Kobe for those years had to go up against the likes of (wait for it) Sean Elliot, Derek Anderson, and Terry Porter guarding him.
