Nah I don't think that's what he is saying. Braun is already a clear #1 contender to Brock Lesnar so the idea that he would need to use a contract to be granted a title match is far fetched and lazy booking.
TBH, the whole concept of MITB has kinda ran its course. It's been rinse and repeat for a while, there's nothing more that can be done with it.

Braun didnt need this case and WWE are historically lazy bookers BUT lets consider what we got here. The most physicallh dominant person to wib a MITB pre Braun was Kane and he cashed in same day. Im down to see the fukkery of Braun tryna cash in every show but Lesnars not there so he he has to journey to Minnesota to find Brock himself. 
I just know that Braun has been one of the few things about WWE that has stirred my interest so Im willing to see how this plays out
