It can.
There are two zones when it comes to "law and order" in France : "zone police" and "zone gendarmerie". Considering that RAID is police special forces and GIGN is gendarmerie special forces, they operate in their respective zones. BRI (quoted pic) is another special police force which focus on investigating what is called "grand banditisme" aka mob stuff, armed robberies, kidnappings, hostages situations etc.
