That's what is implied, though, with his emphasis on how it was a white Republican who brought the bill to the floor (if that's what actually happened). If it wasn’t, he would have expressed that it was a cynical exploitation instead of good-faith support for the legislation.

I'm tempted to listen just to see how factless the assertions are but I will pass. I don't know the truth behind that bill but I read on one hand Newsome wanted to turn it into a longer study (something due to California budget issues) and the other being ammendments made that would neuter the office the proposing senator wanted to create to administrate the reparations effort. Whatever it is, It's public record, but the California Senate website was annoying as hell to navigate.
