Contrary to popular opinion, Republicans never cared to have too many Black voters in their party because they know that we'll eventually make bigger demands on them for Black America which is a nightmare scenario for them.
White conservatives are fine with Black folks not voting for them and their party being full of Whites and some token minorities. They just don't want us to empower the Democrats.
Black people factually are the sole reason that Kathy Hochul got elected as Governor in New York verses a Republican. A lot of White Republicans in NY are still seething over that to this day.

They are not going to sign a document that will cause them to be replaced by another politician that will refuse to sign the document. They are a reflection of their constituents, and their constituents are strong supporters of WS.
A lot of politicians (possibly most) are more worried about job security than they are about doing what is right. Though some are also true believers, which a lot of Republicans seem to be. So their job security aligns with their own personal beliefs.
