I'm reading that when the medics arrived he was handcuffed.

To handcuff someone you'd have to be close to them, close enough to see the damage you caused after firing 90 rounds.

and still having the mentality to cuff someone you just murdered.

They said he shot at police but that many rounds for one person is insane. How many of those were actually on target, how many of those could have hit other people. It still doesn't justify that amount of lethal force no matter the context.

They're trained to empty your magazine or until someone yells to cease fire, they tell you the same thing when you get trained for a ccw, like someone said earlier multiple officers firing at the same time will lead to that may rounds. On the other hand we just had that thread about the 19 year old that ran from the police at the mall then killed himself with a single self-inflicted gunshot while the police fired at him multiple times but didn't hit him once.

Always wait for all the details because you need to know facts first.
