a Thunderbolts series makes perfect sense considering either
A. It can be done with the original premise, Baron Zemo disguised as Citizen V (either or both who may show up in future marvel movies) and leading a group of villains disguised as heroes during the absence of the actual hero teams
B. Osborn leading villains disguised as Avengers after Civil War.
