Basically. A Superman game would almost need to take place almost exclusively off-world to make it work. He can't be fighting random thugs like Batman does. You're going to need to have hordes of alien monsters for him to slug it out with it. I think a good Superman game can be done.
There's plenty of villains to use: Darkseid, Brainiac, Lobo, Mongul, Subjekt-17, Maxima, Cyborg Superman, Parasite, Bizarro... even Metallo as a bum to beat up early on.
