NATO comes to mind, however Turkey's president hasn't been exactly pro-NATO as of late. Throw into the mix that he just quelled a coup attempt not that long ago, makes me think one of his detractors is responsible for this ambassador's death. If memory serves me well, those responsible for the coup were very pro NATO and after it was squashed Putin reached out to Turkey's president to show support.
