Prolly cause Montell Jordan he wouldn't do it. I don't think he wants to be affiliated with that or any of his songs he's known for anymore.
I hope they paid him a shytload of money just to use it,
but the way its mixed with new vocals, probably not...

It requires a mechanical license which is the permission to replay the song exactly as interpreted and it's much cheaper than paying to use or sample the song
