Slightly misleading.
Tom Cotton never "sent" the letter anywhere. It was an open letter. Meaning it was posted on his website and social media accounts.
It's also not unprecedented.
That being said, fanning war-flames is bad as a matter of like, general humanity. I would much rather Iran be America's go-to ally than Saudi Arabia.
Snowden, Wikileaks, and crew didn't publish classified material they just put it on the internet where anyone could access it.
I'm pretty positive congress openly saying we'll attempt to block any peace effort, turnover anything our government does is. We're dealing with nuclear proliferation, it's not like it's about trade agreements or something that effects no one.

In diplomacy, semantics actually matter. Posting an open letter on social media is a little different then sending it as a formal document of state, or nailing it to the door of some Iranian diplomat.
It's addressed to the Iranian Government specifically and signed by current American senators.
