I can see him and Paul Ryan cutting a lot of spending to HBCU colleges. That may hurt enrollment. Trump and the AG giving free reign to police with no investigations into their behavior from the department of justice, and reversing a lot of Obama's criminal justice reform that will proportionality hurt black people.
