Probably true, but then again when you think about it there is no money to be made from drug users dying because there is a whole other cottage industry that has developed that supports keeping drug users alive. Think about it for a minute. There are whole courts, units in the police departments, prisons, counselors, hospitals/treatment facilities, doctors and a whole secondary drug industry that just creates drugs to counteract illegal drug effects. So that whole secondary group needs junkies to stay alive, because there is no money or other incentives in it for them if junkies die. Police departments would literally shrink overnight if junkies started dying off, because crime would drop off immediately. So none of those people want junkies to die.
