Beginning of the season the NFL was cracking down on taunting gestures by implementing fines if they did it.

I don't recall Sherman getting a fine for a :15 second dance intermission after an interception he made off of Boldin.

I don't know...some fines have been implemented for taunting jestures some haven't (i.e. Sherman dancing after interception) I can assure you though Graham didn't avoid the fine because he's "light-skinned" compared to Sherman or whatever have you.
