17, 18, 20... all these ages are arbitrary. Meaningless.
A female is either of reproductive maturity (adolecence/adulthood) meaning its perfectly fine to have sex with her... or she is not yet a viable candidate (prepubescence) and cannot reproduce.
Thats it.
Anything extra is you letting papers cacs typed up 50 years ago supercede human physiology and the biological laws of the universe that have existed forever.

If you think there is a dramatic change in maturity or life from 17 to 20, I dont know what to tell you.
The biggest thing that happens to you at that age is you stop waking up at 6am for school.
That's it.
If you don't think a 20 year old should date a 17 year old then you dont think a 17 year should be dating period.
Most people in the teens or early 20s ain't about to settle down for life. It's all for "fun" or "experience"
