What kind of "character" must you have to say it? Is the word only supposed to be used by black people of a specific socio-economic level? You can not say it if you grew up outside of the hood?

Not trying to get into it too deep because I do not think anyone should be saying it, but I thought the only qualifier for saying was that you are black.
