The gamble is if real estate values go up or down.
If new jobs come in, then you might be able to cash in.
If jobs decrease and more people leave the city, then you will lose equity if the price of homes in the area goes down.
I'm from Michigan and honestly don't think things out here are going to change anytime soon. These house are completely trashed and burned up in the middle of nowhere on empty blocks. No one is going to move into them or be able to afford them. You'll be spending thousands to fix one house and nikkas will try to rob the house once you fix it up.
The cac hipsters you think are moving to Detroit are moving to metro Detroit.
I heard Ohio is a much better investment to do this kind of thing
If you are set on Detroit I would invest in the land more than the property. Too many broken down homes that cost tons of money to make them livable (especially if they have been vacant for a while).
If you buy the land though, you can sell that to developers later on.
