Should people who kill someone over debt, still have to serve jail time?

Like the suspect should probably jsut get a slap on the wrist if they can PROVE to the court that the victim owed them cash, for quite some time, and never paid a cent bacc. Just get probation or something.
The govt sends nikkas to jail for not paying taxes, which is basically money the govt SAYS you have to pay, not even money you really owe or should have to pay. If the govt can send you to prison where you could get shanked df up at any givin minute, why cant regular nikkas legally kill someone who owe dem cash?
