I don't think he'd be eligible to be sent back to Chicago until the first day of next offseason. The December deadline is for free agents who signed deals (and Rose was eligible to be dealt before that)
This goes with those rules that prevent guys being able to return to teams that cut or traded them so soon.

- A team cannot reacquire a player they traded away during that season (a season being July 1 - June 30).
