Physical confrontation. Verbal threats. Forcing the plane to get diverted. Getting arrested.
The bans should probably be progressive. Longer bans for repeated violations.
It should also depend on the nature of the unruly behavior.
People are banned from sports arenas for running onto the field.
I definitely would not want to be on a plane, 35,000 feet in the air with some jerk potentially putting my life at risk.

A one year ban does what?
A plane is the last place to be unruly. It's gotta be at least 5-10 years first offense. Lifetime ban after that.
Any serious offense should be an immediate lifetime ban. The guy that caused a flight to London to have to turn around because he wouldn't wear a mask should never be on a plane again.

I agree with @the bossman . Only thing I'd add is that after a 3rd offense, the ban is for life. Flying is tedious enough without adding morons to equation. If you want to act like a fool 35,000 ft in the air, then it's better for everyone that you remain grounded. If you gotta travel internationally, you better get a ferry because you're arriving the same way Earth Realm touched down to the tournament.

It should definitely be bannable, I'd say at least five years first offence since some people don't fly every year so a year ban wouldn't mean shyt to them. Second time they don't learn their lesson, ban them for life.
If grown people don't know how to act on a plane then they don't deserve to fly. It's not like being on the train or the bus. You put everyone at risk when a plane journey should be a chilled out experience for the most part and stewards shouldn't have to deal with that nonsense.

If “unruly” is referring to those who refuse to wear a mask, absolutely.

If defining "unruly" is left sufficiently vague in the fine print, inevitably some overworked/spiteful employee is going to take advantage.
