Its usually a judgment call but Ive noticed the refs are a bit more likely to let it slide when there is multiple players shoving each other or scuffling. Plus the ref had a front row seat to old boy getting his helmet ripped off and head pushed into the turf so he was prolly more inclined to let it go.
