It means ‘if you do something and have a bad outcome, and you do the exact same thing but you expect a better outcome you’re being ignorant and unrealistic. So try something different, you’ll have a different hopefully better outcome’
That saying is neither clinically accurate or practical... look up the definition of insanity...
