It could be possible that he's going to use the “nuclear” option at some point; maybe that's why he released the contingency without much fight or appeal. I don't believe this shutdown will last all of November, I wouldn't be surprised if it's not over by sometime around Thanksgiving.
The truth is that the federal government being shut down for two whole months is not feasible long-term. They're going to have to get back in session at some point, because other policies, etc, will eventually be the center of attention; this bill isn't the only thing they've got going on in Washington.
Other shyt is gonna arise in the midst of it all, and taking all this time on this lonesome bill leaves them behind on other potential tasks.
The reality is that since the Democrats didn't cave in the month of October, Trump and Republicans have run out of options to prolong this shutdown, which could be why he decided to allow SNAP benefits to be sent out, 'cause once November 1st hit, he could no longer spin this onto the Democrats, basically they ran out of time in playing their game, so now it's just a matter of time before we hear the news about them using the filibuster.
