It almost hard to believe Snoop along with Busta have none. Considering how big they were at least the singles 
Given that Grammy's didn't really give out hiphop Grammy's until like 96, I can't name a year that he should've won.
It's like wondering why (edit say Melo or Stockton, mixed up Malone) never won an MVP, longevity or being a legend is not what they are trying to honor here.
So really he's never been snubbed. He had strong singles like Drop it like it's hot, but they lost against even stronger singles like Jesus Walks (and 99 problems, Hey mama), or Beautiful vs Eminem's Lose yourself (and In da club and on). Grammy's is about peaks, just like the MVP.

Grammys have nothing to do with quality. It's all industry politics. (gotta attend them gay mansion parties)

Nas went by most of his career without a grammy until recently.

maybe if Snoop made something as dope as Mr Morale he woulda won 
And most, if not all, of them had their peaks before the Grammy's gave out rap grammy's
And some of them would still not have won because technically they would be going against each other.
I also believe Grammy's is the awards with least industry politics as this is the musicians own association, by musicians to musicians. Unlike every other award which is ran by corporations. I believe that the group of people voting is wrong though, cause rock engineers, new school jazz musicians, classical musicians, gospel singers and shyt who have no business choosing between rappers are the ones that vote the most. While rappers, rap producers and shyt like that go on the internet complaining not even knowing that they can vote. Even get "board memberships" and shyt like a lot of RnB people like John Legend, Rico Love and on and on. A big dog like Snoop would be right in there.
In reality they should somehow carve out different genres like if you are registered in rap you get 10/10 on rap, 1/10 on metal, 7/10 on RnB. And vice versa
